Reframe it - the penalty probably should be higher if someone is subjected to a protracted attack over a number of hours. That’s not saying a shorter attack is somehow okay.
When I saw the headline this is what I thought it would be. There are some crazies locking away sex slaves in basements and garages.
I guess that means rapists need to start a timer when they begin, and an alarm at 9 minutes, so they know when to start wrapping it up.
