Like, imagine if in a place like Europe or the US a criminal hid in a hospital and the authorities raised the hospital to the ground, killing everyone inside. Or if they cut off power to an entire city block to punish a gang that operated there. It’s a completely unreasonable response, regardless of what the criminal did.
