In a story, should the villain have the same skin color as the hero so that the story isn't called woke or racist?

If the hero is white, then the villain must also be white, otherwise is it racism?

If the hero is black, then the villain must be black, because if the villain is white, then he is woke?

Is it best to create characters of just one race?
