Yeah, that’s no typo. You have regular boring communist countries that just sit there being communist. In a post-McCarthy world most people realized those countries are pretty benign. You have imperialist nations that attempt to extend their territory and influence. Then you slap it all together and you get the USSR. Or Putin’s Russia.

I think it has more to do with communist parties in rule than actually saying they’ve achieved communism. A leftist community understands the difference so doesn’t seem like a big deal to me

You could instead say “communist-led country”, “socialist country”.
The mainstream usage doesn’t understand the nuance you mentioned btw
Most people don’t have much insight into politics in general, but for a specifically leftist sub the use of such term would seem fine imo since you could expect people to understand the difference. But a better, more precise term would be better.
