Is he implying they won’t give him a MAGA-friendly judge, thats the only interpretation I can conceive. He might as well be saying “They won’t even give us a silver bullet to unlawfully get whatever I want regardless of the rules”.
I think you’re exactly right. He gets so caught up requesting crime in his favor (loyalty as he sees it) that his intentions are obvious.
