It could make sense if… the engineering deck is in the upper hull, and the lower hull is actually just a cargo hold with the life support usually left off?
Maybe in order have no other active power systems nearby which could interfere with that sensor array?

Well, now I kinda do want to try and tell you that, just to see what your response will be.
I’m no engineer but there’s a dozen reasons why I think putting a turbo lift there would suck.
My money is on people just Transporter back n forth.
Edit: John Oberth did not like the mixing of Upper and lower decks personnel. It’s segregation plain and simple.
