Massacring people ‘for their opinions’ existed for centuries before Fascism and was visible in, for example, the United States in the 1780s. Likewise, while some Fascists (e.g. the Squadristas) preferred lethal force, others were content to imprison their enemies on islands, in concentration camps, or elsewhat, before letting them go. It is important to note that like neoliberals, the Fascists distinguished between acceptable and unacceptable dissent. Fascism was the form that capital had to assume due to its own deficiencies, namely the concessions to the proletariat. Quashing dissent was not the heart of Fascism; it was petty bourgeois anticommunism.
