There’s a consumer NZ arrticle here that says it was banned for domestic gardens in 2008 but compost manufacturers still seem to have issues with it showing up in their compost. So unless you have a black market supplier, most likely source is from commercial compost.
The article I linked mentions they asked brands whether they tested for it, many did but many didn’t reply.
