Actually I wouldn’t be surprised if he consider criminals as more “creative” in their solutions. So the best people could easily mean criminals who haven’t been convicted (yet). There is quite a long list of Trump people who have been convicted.

I’ve heard it more than once speaking with police officers over repeat offenders that if they only put their ingenuity to break the law to good use, they could be doing alright, perhaps even better than most.
