I’d say it’s neither. Gravity is the observable phenomenon - “something” makes things “fall”. The law you’re thinking of may be Newton’s law of universal gravitation theories, which is part of the classical mechanics physics theory. Eventually that law got superseded by general relativity, but we still use classical mechanics as a good enough approximation for most things human scale. They are not gravity itself.
